Description
Position Purpose
- The Country Head of HR has direct HR Responsibility over all business, coverage and functions lines under his/her specific local scope
- At his/her local level, he/she will be in charge of:
- Local HR platform (payroll, hiring, pension etc.), in accordance with local regulations and specificities
- Supporting the business and function lines in their local people development
- Providing advisory to Head of Country and Country Management on all HR related topics
- On all local HR topics, the Country Head of HR will be the intermediary with the Group and with CIB at Central level
Key Responsibilities
HR Specialist
- Act as a trusted partner of Business lines/Functions and provide general HR advice and support on HR-related matters; working closely with other local HR Competence Centres to facilitate broader HR support.
- Ensure the adequate flow of information within HR (ie with other Local Business Partners, Regional HR BP, Territory Head and HR Competence Centres).
- Support the implementation of regional and local HR policies and procedures within areas of responsibility.
Strategy
- Understand business line short and long-term strategies and keep up to date with their organization and HR needs.
- Maintain a general knowledge of BNP Paribas and Metier specific strategies.
- Contribute to promote and respect Diversity, Equity, and Inclusion in all its forms.
- Promote and support transversal strategic initiatives such as programs for Graduates, Early Career, Talents, Mobility, etc
- Partake in specific HR projects where required
Recruitment
- Work with the Business Line/Functions to meet their strategic resourcing needs in both lateral and graduates’ recruitment.
- Assist to identify recruitment agencies that can support recruitment initiatives within Business Line/Functions and ensure that terms of business are in place governing their engagement which are compliant with regional policy and/or local regulation.
- Manage recruitment with internal Talent Acquisition Team and within designated tool, where available
- Manage required hiring approvals within the APAC Recruitment Delegations process.
- Ensure that proper reference checks (Vigilance and Background Checks) are conducted for each candidate in a timely manner and flagged to Territory Head of HR for any anomalies.
Career Management
- Know managers and staff within scope (background, skills, career motivations etc.)
- Support RBP to identify and retain talents, in succession planning exercise and Graduates program.
- Conduct regular career development interviews with targeted staff and complete feedback record in designated system where available.
- Leverage employee feedback to maintain awareness of covered population, issues and challenges and provide feedback to relevant stakeholders.
- Identify mobility or international opportunities within APAC and beyond and facilitate internal transfers and international assignments for employees in scope adhering to the APAC/International Mobility Policy.
Performance Management
- Advise managers on the annual appraisal process including objectives setting, PDP action plan and update job description and JAD code whenever necessary.
- Liaise with L&D to provide adequate training offering aligning to proposed training/PDP action plan and ensure training is implemented and followed.
- Provide advice and support on employment relations, conduct and performance management issues.
- Liaise with HRS on expat management, i.e. onboarding/offboarding, renewal/phase‐out of all expats' contracts in a timely manner with relevant stakeholders.
- Conduct exit interviews and provide feedback to relevant stakeholders.
Employee Relations
- Handle employee relations and performance management issues
- Act also as Conduct Referent for misconduct notification related to Respect for Persons and follow up with its subsequent treatment
- Assist with investigation whenever necessary and ensure a proper closure of each case with relevant documentation in place.
- Contribute to the OPC Framework with the reporting of all incidents via pertinent tracker
Compensation
- Participate in the annual Compensation Review Process (CRP): provide advice and guidance to managers regarding compensation and promotions, ensuring a fair treatment, non-discrimination and respecting global guidelines
- Propose packages for new joiners using salary benchmarks provided by APAC C&B.
- Advise RBP/Territory Head of HR on bid backs / redundancy / termination packages
- Contribute to data surveys where required (e.g. McLagan)
Domain Specific Responsibilities
The Country Head of HR will be in charge of the following responsibilities:
- Manage the HR local platform (e.g. payroll, hiring, pension etc.), through the development and roll out of efficient, automated and flexible local HR processes and optimal use of means, in accordance with local legal framework:
- Meeting the best market practices
- Supporting the needs of the different business and function lines
- Relying on Regional Centers of Expertise (CoE)
- Complying with labour law and regulatory environment
- Advise Head of Territory and Country Management on all HR topics related to their specific scope and related to the business and function lines strategies, and represent HR at Country level
- Manage short and long-term HR risks (identification, monitoring etc.) in their country across all business / function lines and represent BNPP to the Social bodies and alert the Head of Territory and the Head of APAC HR when necessary in due time
- Ensure that Group and CIB HR guidelines are applied, in line with local regulations. Ensure local legal and regulatory aspects are respected
- Manage local HR team and ensure the implementation of the local, regional and Group HR processes and initiatives (talent program, Graduate program, performance management, 180/360”, Global People Survey, Human capital, Disciplinary process, grievance policy, etc.…)
- Ensure the Conduct and Respect for Colleagues framework implementation and its application
- Lead change, according to strategic directions set by the management
Personal Data Protection Correspondent
- Serve as SPOC for all Personal Data Protection related matters in liaison with APAC HR PDP Correspondent
- Promote awareness on the Personal Data Protection Framework among the territory HR team members to ensure compliance with relevant procedures
- Assist in the overseeing and supervising the overall personal data protection framework within the territory HR scope to ensure appropriate safeguards are set up to mitigate any risks
- Perform the PDP controls in liaison with APAC HR PDP Correspondent
- Maintain adequate information flow with the relevant stakeholders, both regionally and locally, to ensure real time attention to any updates or issues to address
Third Party Management Correspondent
- Serve as SPOC for all Third-Party Management related matters in liaison with APAC HR third party Correspondent.
- Promote awareness on the Third-Party Framework among the territory HR team members to ensure compliance with relevant procedures
- Safeguard and maintain the third-party management database which includes inventory list, signed contracts, and all documentations relating to the end-to-end contracting process and post supplier management
- Coordinate third party review with the contract owner to identify any risks associated with the vendors, initiate action plan to mitigate risks and follow up on the implementation
- Maintain adequate information flow with the relevant stakeholders, both regionally and locally, to ensure real time attention to any updates or issues to address
