Position Details

The CIB Chief Conduct and Control Office (“CCCO”) is a transversal team within CIB, responsible for overseeing the main non-financial risks and controls, while ensuring the integrity and the sustainable development of its activities. CIB CCCO has a global mandate across all platforms, with teams located in Americas, EMEA and APAC.

The Japan CIB Operational Permanent Control (OPC) team is part of Japan CIB CCCO and focuses on Operational Risk Management, As part of the 1st Line of Defense (LOD1). The Head of Japan CIB OPC is a key partner and challenger to Territory (Shoken/Ginko), Business (GB/GM) and Functions stakeholders (mainly Operations with some interactions with other CIB and Group functions).


Key responsibilities

  • The Head of Japan CIB OPC needs to work closely with all relevant stakeholders (Businesses and ITO) locally and regionally to deliver the following: 
  • Assessment of the quality and execution of the Permanent Control Framework by performing all OPC Controls in line with the regional and local control plans. Share the results with management to ensure actions are taken to remediate the gaps identified. This includes building partnership/strong governance with OPC functions hosted in ISPL.
  • Collection, analysis, and support/follow up of remediation of Historical incidents, Potential incidents, and Client complaints.
  • Identification and assessment of all operational risks in line with the Risk & Control Self-Assessment (RCSA) group approach; Ensure the RCSA is validated locally and is consistent with the risk appetite. 
  • Ensuring the continuous implementation and adaptation of the control framework and improvement actions (identified by internal or external audit recommendations, second line of defense, first-line operational management, controls …) as required; 
  • Perform one-off Deep dive analysis when required to review the controls in place on a specific process. 
  • Ensure the good oversight and risk assessment of the outsourcing framework; 
  • Ensuring and fostering awareness of risks and providing training on the risk framework; 
  • Ensuring regulatory requirements are adhered to via control plans where applicable; 
  • Involvement in Inspection (internal and external) Handling Taskforce to manage the new set up for regulatory inspection approach, with efficiency and well‐coordinated manner, when required.
  • Ensuring transparent sharing/escalation of information to Management and the independent control functions as necessary. 
  • Coordination and contribution to the Exception Transaction and New Product (TAC/NAC) process for CIB Business Lines locally.
  • Contribution to the governance of projects where Operational Risk and/or the Permanent Control framework are impacted and advisory on specific topics when required.
  • The Head of Japan CIB OPC is required to communicate regularly with and build good relationships with a wide range of people/positions including Operational teams, Front Office, and functions as well as regional stakeholders to assist with the resolution of any problems/errors as and when they are identified.  
  • The Head of Japan CIB OPC is a member of the Japan COO Exco and is responsible for organizing the Japan Shoken and Ginko Control Meetings with Territory/Entity Management, Business and Functions Heads. Contribution to several management meetings and initiatives is also required.

  • Providing guidance, instruction and direction to the team.

  • Coordinating the team day to day tasks and ensuring back-up is in place for all BAU processes. 
  • Reporting main actions and escalating issues to his/her own manager.

  • Developing the risk culture of the team, and also spreading the risk culture within Japan CIB entities
  • Documenting performance objectives and developing a training plan each year, providing regular feedback and formally documenting and presenting performance appraisals once a year.

  • Experience in Operational Risk Control and Knowledge of CIB activities is a strong plus.

Specific Qualifications (if required)

  • Educational background: Bachelor degree in Business or similar degree
  • 10 years’ experience in operational control/ capital markets operation/ project management / internal control or audit 
  • Fluent in English
