Description

The specific purpose of this position is to assist with the development of Global Markets business activity in Australia, ensuring the new activities are compliant with all Regulatory and Exchange obligations. 

We are seeking a highly analytical Regulatory Compliance resource on a 9-month agency contract to support the Compliance Function on a regional global markets business project. The role will involve the identification, interpretation and documentation of Australian regulatory obligations (ASIC, APRA, AUSTRAC) associated with ASX and CBOE Australia full trading participant status

 Identification and interpretation of regulatory and exchange / market requirements 
  * Conduct a structured review of all regulatory and exchange / market obligations to identify those obligations (including any regulatory / exchange reporting)
  * Document the details of relevant regulatory / exchange obligations (including regulatory / exchange reporting) identified, determination of their applicability to the relevant business activity and/or BNP Paribas' legal entities, and assist with translation into business requirements as required.

 Conduct regulatory research, interpretation and implementation as required for regulators / exchanges including those listed:  

 * ASIC (Australian Securities & Investments Commission) and Corporations Act 2001, including: 
  * ASIC Market Integrity Rules (Securities Markets) 2017 & RG 265
  * ASIC Market Integrity Rules (Securities Markets - Capital) 2017
  * Automated Order Processing - RG 241
  * ASIC Act, Corporations Act and other financial services law as relevant
  * preparation of any necessary ASIC applications, responses to RFIs, etc.
* consideration of any impact/associated requirements for the ASX Clear participant, or an APRA regulated entity

 * ASX and CBOE trade and ASX (Clear), 
  * Complete a detailed gap analysis of ASX, ASX (Clear), CBOE Operating Rules, Procedures and Guidelines, including any associated regulatory reporting requirements
  * Documentation and plain language interpretation of identified regulatory reporting obligations, completion of Compliance Check and Challenge on Business drafting of reporting requirements, risk assessment and application to BNP Paribas

 Documentation and Training 
* Obligation register - document a consolidated, traceable register detailing each obligation, interpretation, source referential
  * Regulatory reporting register and BRDs - build a consolidated register detailing all regulatory reporting and ad hoc notification events associated with this activity including source referentials and interpretation for each line item.  
  * Update associated Regulatory Reporting procedure documents (BRDs) with regulatory reporting obligations, referentials and interpretation 
  * Review and refresh of associated governance framework
  * Prepare training material for impacted teams

 What is required for you to succeed? 

 Technical skills required: extensive prior Compliance experience related to equity trading on ASX and associated ASIC, ASX and Corporations Act requirements. Experience with other Global Markets products, policies and procedures and working with business to implement them is desirable. 

Qualitative/Quantitative skills required: Ability to work independently, manage to project deadlines, excellent written and verbal communications skills and ability to collaborate and influence others.
