The position at a glance
The Human Resources Operations (HR COO) is responsible for the design, development and implementation of HR operational services for North America. The COO teams drive efficiency, effectiveness, and compliance for all HR operations, technology, vendor governance and project management.
Within the HR Operational Permanent Control (OPC) team, the Operational Permanent Control Senior Specialist works extensively with all BNPP CIB US and Americas HR teams and is responsible to advice, identify, assess, monitor, and mitigating operational and compliance risks within HR. This role ensures HR processes, and policies comply with applicable regulations, organizational standards, and industry best practices while fostering a risk-aware culture. The person in this position will coordinate the deployment, promotes the continuous improvement of HR controls, and monitors their execution. They will collaborate with HR leadership, legal, compliance, Risk, and internal audit teams to enhance risk management frameworks and ensure the alignment of HR operations with organizational objectives.
In detail
- Conduct Risk Control Self assessments of HR operations, policies, and practices to identify potential compliance and operational risks.
- Support and provide guidance to stakeholders on the development of Key Risk Indicators (KRIs) and present at internal committee as needed.
- Support incident reporting and root cause analysis for operational issues impacting HR and input into applicable risk system.
- Assess the effectiveness of internal controls within HR functions and recommend improvements where necessary while also ensuring execution of BNPP Group HR control plan, as well as local controls and waivers.
- Re-convey important communications to ensure good understanding (objectives, company goals, etc)
- Assist HR teams and serve as the HR liaison with internal and external auditors during operational risk and compliance reviews. (audit related queries, etc.)
- Coordinate the completion of findings, recommendations, and Permanent control actions, reporting progress to management and ensuring completion per timelines.
- On an ad-hoc basis
- Develop projects (automated dashboards partnering with H/R Data Analytics & Insights team revisiting management reports and metrics in liaison with 1LoD and 2LoD across CIB Americas and group, etc.)
- Contribute to the design and delivery of training programs to HR staff and management on compliance requirements and risk mitigation strategies by promoting best practices.
- Contribute to reports and communications which include the Business Continuity Plan and HR OPC dashboard enhancements, Internal control Committee (ICC) and any ad-hoc reports when required.
- Ensure action plans, Permanent Control Actions, and Recommendation are monitored, amended, and implemented to improve processes, prevent operational risk incidents, and mitigate the key risks.
- Review policies, processes, and procedures to ensure documentation is updated within review timelines and/or following material organizational/business process changes.
- Deliver regular presentations on Risks and Controls to HR Management and Senior Management.
Work conditions: This position provides for standard working conditions in an office and a normal work schedule from Monday to Friday. This position requires little travel.

TRAINING AND OCCUPATIONAL EXPERIENCE
- Bachelor’s Degree or equivalent education/experience/training
- Knowledge of HR processes
- Knowledge of the banking industry
- Analytical and project management skills a plus
- . At least 10 years of experience in a similar position

- Given the vast majority of our clients, both internal and external, are based outside of Quebec and Canada, specific language requirements may apply. Knowledge of French and English is required.
