Business Overview:

Payments and Clearing Solutions (PCS) provides a full array of International and Domestic Cash Management Services (Customer Payments, Financial Institution Transfers, ACH and Check Collection Services) to our international and domestic banking customers and internal departments.  Additionally, it is responsible for a broad range of monitoring, regulatory screening and reporting functions for operational control and end-of-day reconciliation. PCS processes on a regional platform, where a portion of US activity is processed in Montreal and a portion of Montreal’s activity is processed in the US. This is being done for a few reasons, the most important of which is for business continuity and resiliency.  PCS is comprised of the following sub departments: Payments & Level 1 Sanctions, Sanctions Enforcement and Exceptions, Client Support Services, PMO/Orga and Data Governance.

Responsibilities: 

  • Work hours and Tasks duties: Dependent upon Shift.
  • Provide Payment Services and Level 1 Sanctions coverage between 9 PM – 6 AM. (Opening-shift)
  • Provide Payment Services and Level 1 Sanctions coverage between 5 AM – 3 PM. (Mid-shift)
  • Provide Payment Services and Level 1 Sanctions coverage between 10:15 AM – 7:15 PM. (Closing-shift)
  • Coordinate workflow across teams to assist Team Leader when needed by utilizing the payment system. Monitor activities and effectiveness of the Team when necessary. Enforce both bank and departmental policies and procedures.
  • Responsible for administrative duties dependent upon shift.
  • Awareness of daily work levels and achieves set standards and goals.
  • Identify and take prompt action on priority items.
  • Provides Back-up regarding compliance stopped payments/messages for potential violation.
  • Ensure adherence to all external regulatory and internal policy guidelines as dictated by the position
  • Perform other support operations as required.
  • Provide backup where required to ensure coverage of all functions within the area.

  • Perform other support operations functions to other areas within the bank as required.
  • Perform first level review of transactions (payments/Swift and non-SWIFT messages) that stop in our various filtering systems.
  • Review and analysis of wire transfers, ACH payments and non-payment SWIFT messages stopped.
  • Participate in the department’s educational program through tutorials, training sessions, etc. 
  • Ensure PCS’s Level 1 operations are conducted in the safest and most efficient manner possible.   
  • Maintain the highest possible regulatory standards of quality, while minimizing risk to both the Bank as well as to our customers. 
  • Keep abreast of changes, both regulatory and operational, which will have an impact on the department and the Bank.
  • Escalate all compliance-related operations that may lead to a loss or client incident to management.
  • Prepare and analyze various reports as needed.
  • Handle all other administrative duties within the department dependent upon shift. 
  • Contributes directly to the Permanent Operational Control device: by identifying the transaction risks, by applying and developing the procedures, by ensuring the formal nature, exhaustiveness and quality of the monitoring controls carried out, by alerting his/her superiors to any malfunctions and implementing plans of action to correct them.
  • Process incoming ACH files for posting to member accounts.
  • Ensures timely reconciliation of settlements received through the Corporate Bank and preparation of journal entry vouchers for posting.
  • Repair any exception items, prepare returns, and balance files for reconcilement.
  • Responsible for investigating and resolving member account discrepancies.
  • Review daily Advance Notification Report and notify fraud department as appropriate.
  • Reconciling daily ACH settlements to ensure complete and accurate posting of transactions to member accounts.
  • Process daily ACH returns, Notification of Change (NOC), and Death Notification Entries (DNE) from the Federal Reserve Bank.
  • Process members' ACH transfer request in core system.
  • Recognize and identify ACH compliance issues and notify management when problems occur.
  • Complete all assigned training and follow all BNPP policies regarding compliance issues including but not limited to the Bank Secrecy Act as well as ACH Certifications.
  • Coordinate with internal auditors as required for periodic examinations.
  • Liaison with BNPP ACH processors’ service providers and support ACH customers.

 


Minimum Required Qualifications:

  • 3-5 years of experience in the field of banking operations and ACH Processing.
  • Excellent communication and Organizational skills.
  • Strong interpersonal skills and good judgment.
  • Concern for Quality, Accuracy and Attention to detail.
  • Self-motivated, ability to multi-task and work well under pressure.
  • Customer Service and Team oriented.
  • Extended hours/holidays may be required at times to meet operational needs.

 

 

Preferred Qualifications: 

  • Degree from accredited college/university. (Preferred not mandatory)
  • AAP Certification – Accredited ACH professional
  • Strong understanding of Funds Transfer operations as well as the rules and regulations, which govern it, (this will include CHIPS, Fedwire, LYNX and ACH.)  
  • Strong preference for previous banking experience with foreign exchange
  • Knowledge of local clearing systems, SWIFT and the various formatting issues associated with them.        
  • Industry Knowledge: Product knowledge of Wire Transfer and Check processing business.  This should be complemented with an understanding of Accounting and Regulatory background.
  • Understanding of Regulatory awareness, and the regulations that govern it.
  • Proficient knowledge and understanding of the OFAC processes and procedures.
  • Excellent attention to detail and accuracy.
  • Must be able to work in a team environment.
  • Self-motivated and ability to multi-task in a high-volume and fast-paced environment.
  • The candidate must be PC literate with a strong working knowledge of Excel, Word and Outlook.
  • Knowledge of Payment applications: (Montran JGPS, EFSNX) and understanding of FX (Foreign Exchange) processing.

The expected starting salary range for this position is between $75,000 to $85,000 annually. The actual salary may vary based upon several factors including, but not limited to, relevant skills/experience, time in role, base salary of internal peers, prior performance, business line, and geographic/office location.
