Job Title: Assistant Vice President (AVP) - Operational Risk Officer – RISK ORM Anti-Fraud APAC

About Business line/Function:
RISK Operational Risk Management (RISK ORM) belongs to the second line of defence control function at BNP Paribas. It belongs to the Risk Function (RISK) of BNP Paribas and is placed under the responsibility of the Chief Operational Risk Officer (CORO), who reports to the CRO of BNP Paribas.
The department has responsibility for independently challenging and supervising the Operational Risk management of the whole Group including for the main business domains (also called Poles or Operating divisions) of CIB, CPBS and IPS. Additionally, there is responsibility to cover the Assets Liability Management and Treasury (ALM-T) operations too. This is achieved through: framing operational risk methodology and disseminating of risk management culture across the Group; assessing the adequacy of the operational risk management set-up; controlling effectiveness of Group’s control environment; contributing to the detection, anticipation and response to risks; alerting business and RISK stakeholders on any significant risk issue; providing a consolidated view on Group’s operational risks profile.
As the second line of defence for Fraud risk management (interchangeably called Anti-Fraud), RISK ORM has the responsibility for oversight and supervision on Fraud risks, ensuring and opining that appropriate Fraud risk management efforts are underway and raise any alerts in case of issues to the stability of the Bank and influencing business, functions and technology partners to take sound risk management decisions.
Position Purpose:
Located within the RISK Function of BNP Paribas (“BNPP”), the role of Operational Risk Officer Anti-Fraud (AF) APAC is to ensure that they support implementation of operational risk management framework and to provide RISK ORM APAC and business senior management with relevant, synthetic, transparent, exhaustive and consistent information and a front-to-back view of operational risk across AF APAC activities. To achieve this objective, this 2nd line of defense (“LOD2”) role works closely with other RISK ORM regional teams and with BNPP APAC top management and stakeholders.
Operational Risk Officer in ISPL will be a member of the extended RISK ORM Anti-Fraud APAC team. He / she reports hierarchically to the Head of RISK ORM ISPL CoE and functionally to Head of RISK ORM Anti-Fraud APAC.

Contributing Responsibilities
As the 2nd line of defense, Operational Risk Officer – RISK ORM Anti-Fraud APAC has the following general responsibilities for the operational risk processes and activities within the scope of RISK ORM Anti-Fraud APAC:
- Framing operational risk methodology for APAC and disseminating risk management culture across the region
- Assessing the adequacy of the APAC operational risk management set-up
- Controlling effectiveness of APAC control environment
- Contributing to the detection, anticipation and response to risks
- Providing a consolidated view on APAC operational risk profile
Contributing Responsibilities
- Methodology: Apply any methodological enhancements as agreed with the business / LOD1 ;
- Overrides: review and challenge the overrides proposed by business/LOD1;
- Quality/data: Contribute to the improvement of the data quality related to the inputs;
- Perform independent testing on key anti-fraud controls in the annual plan
- Contributing to the fraud RCSA Check and Challenge (C&C) campaign:
- Annual campaigns on Fraud independent Testing and LOD2 controls;
- Conduct investigations in reaction to fraud or a suspicion of fraud and define remediation
- Escalate issues from assigned work in a timely manner for resolution
- Fraud incidents reviews (historic, EWIBs);
- Escalations from LOD1: get up to speed with the anti-fraud alerts escalation process and act promptly and diligently on any alert requiring LOD2 investigations.
- Contribute towards meeting supervisory expectations: actively follow-up on action plans (e.g. HKMA, MAS, RBI, etc.), relevant recommendations (fraud recos and PCA monitoring) and related business/IT projects;
- Perform ad-hoc risk analysis in relation to Anti-Fraud risks; contribute to understanding the limitations and improving the Country/Region dimensions;
- Conduct training sessions to raise awareness about the risk of fraud
- Contribute to essential team collaboration within RISK (ORM, MFI) and business lines / functions (CCCO, OPC, T&PC, FOCS, etc.);
- Contribute to various governances and forums where Anti-Fraud framework is discussed and evaluated
- Opine from a fraud angle on the “change the bank activities” in APAC such as TACs, NACs (new transactions and new activities)
- Keep abreast of best practices in relation to Anti-fraud risk management through news and networking
Technical & Behavioral Competencies

- CIB-metier and WM, products and processes knowledge
- Can demonstrate subject matter expertise on Anti-Fraud related topics
- Knowledge of regulatory requirements applicable to BNPP entities and AF activities
- All-round IT competence, including but not limited to coding, familiarity and willingness to use AI for improvement of ways of working, etc.
- A strong delivery focus is required as strict deadlines are to be respected and limited time is available to collect and analyse risk information

Specific Qualifications:
- University graduate with at least 12+ years of relevant experience in AF activities, risk management, control function. Relevant experience in consulting, audit, Compliance or Business Management background is appreciated.
- Prior experience or practical understanding in previous roles may include but not limited to Front/Middle/Back Office, Operations or Functional role(s).
- Knowledge of key applicable regulatory requirements.
